I have an original line of tee shirts that I would like to bring to the keys to sale. Is there any festivals that would allow me to set up as a vendor to just sale tee shirts?

Probably Fantasy Fest - and you need an event vendor%26#39;s license from Monroe County.

Just about any festival, I think you need a license no matter which Island you are selling on. You may want to go to the events section of each chamber of commerce for instance Key Largo Chamber, Marathon Chamber, Key West Chamber, to see what events are upcoming and see what you have to do to be able to join the event. Then you would want to check with each city AND the county and the state to make sure you have all the licenses in order to sell at the events in the county and in the state. Good Luck.
